After the 1917 October Lenin issued an edict "Eradicate illiteracy amongst the population of the USSR ". The entire population from 8 years to 50 who are not able to read and write , must study to read and to write in their mother tongue or Russian language . Those doing it, had their workday shortened by 2 hours and full salary. Those who didn't study -went to prison.
