Translation: If you don't read books, soon you will forget your gramma.
After the 1917 October Lenin issued an edict "Liquidate illiteracy among the population of the USSR ". The entire population from 8 years to 50 who are not able to read and write , must study to read and to write in their mothertongue or Russian language . Those doing it, had their workday shortened by 2 hours and full salary. Those who didn't study -went to prison.
