The entire population from 8 years to 50 who are not able to read and write , must study to read and to write in their mothertongue or Russian language . Those doing it, had their workday shortened by 2 hours and full salary. Those who didn't study -went to prison.

Artist:Alexei Alexandrovich Radakov (1877, Moscow - 1942, Tbilisi). He created a lot of caricatures, grotesques for newspapers and magazines, many posters and drawings.
